Portugal is moving forward with an ambitious development plan that promises to transform the country by 2030. The “Portugal 2030” program sets out a comprehensive vision for sustainable growth, addressing key challenges and opportunities in several areas crucial to economic and social growth, from competitiveness and innovation to sustainability and social inclusion.

With a global amount of 23 billion euros, “Portugal 2030” is implemented through 12 programs, which distribute support based on the country's regions and areas of activity.

“Portugal 2030” programs

The 12 programs implemented in the plan are divided into four major thematic areas and five regional ones, in addition to two specific programs, one for Technical Assistance and the other for European Territorial Cooperation.

The thematic programs are:

• Demographics, Qualifications and Inclusion
• Innovation and Digital Transition
• Climate Action and Sustainability
• Sea

Regional programs include:

• North
• Lisbon
• Algarve
• Madeira
• Center
• Alentejo
• Azores

Available Funds 

“Portugal 2030” mobilizes the amount of 23 billion euros from five main European funds:

• FEDER (European Regional Development Fund): 11.5 billion euros, plus 139 million for European Territorial Cooperation.
• FSE+ (European Social Fund): 7.8 billion euros.
• Cohesion Fund: 3.1 billion euros.
• FEAMPA (European Maritime, Fisheries and Aquaculture Fund): €393 million.
• Fund for a Just Transition: 224 million euros.

In addition to these, there are also transfers to the Interconnect Europe Mechanism worth 1,048 million euros.

Portugal + Connected: Strengthen transport networks and qualification of territories.

Portugal + Close to Citizens: Promote sustainable local and urban development.

Portugal + Green: Support the transition to a green and sustainable economy.

Portugal + Social: Improving qualifications, social inclusion, and access to healthcare.
