Portugal 2030 Plan
In this time of post-pandemic recovery, which has put several companies in situations of economic fragility, it is essential to support their recovery, to try to combat all the negative effects brought by Covid-19. Thus, the Portugal 2030 Strategy was approved by the Council of Ministers in October 2020, which aims to "Recover the economy and protect jobs, and make the next decade a period of recovery and convergence of Portugal with the European Union, ensuring greater resilience and cohesion, social and territorial." This vision thus becomes the reference for several instruments such as the acclaimed PRR (Recovery and Resilience Plan) and the 2021-2027 Community Support Framework itself.
The Portugal 2030 Plan, has 8 lines guidingto which are added the strategic objectives to be achieved.
They are:
Innovation and Knowledge - Ensure conditions to achieve business competitiveness and development of the national scientific and technological base, through a strategy based on innovation.
Qualification, Training and Employment - Ensure the availability of human resources with the necessary skills for the process of national economic and social development and transformation, ensuring the sustainability of employment.
Demographic sustainability - Halting population ageing and ensuring demographic sustainability, while ensuring access to goods and services needed by an ageing population.
Energy and climate change - Ensure conditions for the reduction of energy dependence and adaptation of territories to climate change, always ensuring the management of associated risks.
Economy of the Sea - Fostering the strategic economic potential of this specific economy while ensuring environmental and marine resource sustainability.
Competitiveness and cohesion of coastal territories - Ensure the economic dynamics and social and territorial cohesion of Atlantic urban systems.
Competitiveness and cohesion of inland territories - Increasing the competitiveness of low-density territories around medium-sized cities, to enhance the sustainable exploitation of internal resources, as well as rural development, diversifying the economic base in order to promote their convergence and ensure the provision of public services.
Agriculture/forestry - Bet on a competitive agricultural development, valuing irrigation and forestry reform.
In addition to the guidelines presented, the Portugal 2030 Strategy focuses on 4 Central Thematic Agendas, which you can see in detail in the attached image, for the development of both the economy, society and the Portuguese territory in the coming years.
It was also announced that applications for Community support will have a simpler process, in order to streamline the entire application, and it is also intended that there will be greater supervision regarding the application and management of the funds allocated. Although there is still no concrete information on the possible changes or news that will be implemented, the Government intends that the transition to this new Program will not be problematic, serving as a continuation (with improvements) of the 2020 Plan, followed until now.
